“Merger control in Vietnam normally captures economic concentrations meeting prescribed notification thresholds, which are intended to safeguard competition and prevent anti-competitive concentrations. In practice, however, the rapid growth of the digital economy has given rise to transaction models, particularly involving digital platforms, data-driven enterprises, and innovative start-ups, that may not be adequately captured by traditional thresholds.
