LEGAL UPDATES – SEPTEMBER 2023 – NEW CIRCULAR GUIDING CONDITIONS OF BORROWING NON-GOVERNMENTAL GUARANTEED OFFSHORE LOAN

The State Bank of Vietnam has recently adopted Circular No. 08/2023/TT-NHNN guiding conditions of borrowing non-governmental guaranteed offshore loans, taking effect on 15 August 2023. The new circular, in addition to re-emphasizing certain key conditions such as use of loan agreements, currency, loan purpose, security transactions, etc. clarifies certain notable points.
